Purpose of Centres
The purpose of ODeL Centres is to act as physical hubs for the creation, organization and sharing of knowledge as well as the development, delivery and management of ODeL Programs at AVU Partner Institutions.
The main functions of the Centres are:
- A training facility for PI staff in the use of ICT in the development, delivery and management of Open, Distance and E-Learning (ODEL)
- A delivery point for the current and future ODeL programs (e.g. the Teacher Education Program)
- A physical location where staff are able to conduct research and participate in collaborative work in ODeL
- A revenue generating facility in order to guarantee long-term sustainability
Implementation Status
To date all centres have been fully established with equipment supplied and installed. The equipment include: Furniture; Electronics (Local Area Network, Audio Visual equipment, Power Backup); and Software. The connectivity at 8 of the 10 centres has been provided through a 2-way VSAT internet with bandwidth of 128/512Kbps. In the other two institutions, (in Senegal & Ethiopia) connectivity is through the local internet service providers.
Commissioning and launching of the centres has been an ongoing activity since July 2009. This activity includes, exit training where staff in the Partner Institutions are equipped to take over the operations of the ODeL Centers, local installation of a Learning Management System as well as a launching ceremony in every centre. To date, 6 of the 10 centres have been launched, namely, University of Zambia, Jimma University, Kyambogo University, Open University of Tanzania, University of Zimbabwe and Universidade Pedagogica. The launch ceremonies have been well attended by officials from the Participating Universities, government representatives, civil society representatives, and AfDB representatives as well as the local media in each country. The institutions have shown a lot of enthusiasm towards the ODeL Centers and many of the centers are already in use and integrated into the University Programs.
