1. You are invited to submit your priced quotation for the supply of the following items:

2. You may quote for all or one of the items under this invitation. Priced quotations will be evaluated for each of the items and contract awarded to the firm offering the lowest evaluated total cost of all the items.

 


3. Your quotation(s) in the required format should be addressed and submitted to:

4. Your quotation should be accompanied by adequate technical documentation and catalogue(s) and other printed material or pertinent information for each item quoted, including names and addresses of firms providing service facilities in the country.


5. The deadline for receipt of your quotation (s) by the Purchaser at the address indicated in Paragraph 3 is: 11.00 am on Friday 25th March 2011.

 
6. Bids by email and fax are unacceptable.

7. Your quotation(s) should be submitted as per the following instructions, Technical Specifications set out in Appendix A. Please sign the Terms and Conditions of supply that will become part of the contract and purchase orders that AVU will issue to the selected supplier.


(i) PRICES: The prices should be quoted in any freely convertible currency and include delivery to the AVU offices.

(ii) EVALUATION AND AWARD OF PURCHASE ORDER: A two-stage procedure shall be adopted in evaluating the proposals.  The technical evaluation shall be carried out first, followed by the financial evaluation.  Firms shall be ranked using a combined technical/financial score, applying the evaluation criteria shown in Section 4 above and the point system shown below.

Each responsive proposal shall be attributed a Technical Score (St).  Firms scoring less than 70 points shall be rejected and their financial proposals returned unopened.     

The evaluation committee, after determining whether the financial proposals are complete and without computational errors, shall proceed with the financial evaluation. The lowest financial proposal (Fm) shall be given a financial score (Sf) of 100 points.  The financial scores of the proposals shall be computed as follows:

Proposals shall finally be ranked according to their combined technical (St) and financial (Sf) scores using the weights (T is the weight given to the technical proposal=0.8; P is the weight given to the financial proposal=0.20; T + P = 1).

(iii) VALIDITY OF THE OFFER: Your quotation(s) should be valid for a period of 60 days from the date for receipt of quotation(s) indicated in Paragraph 5 above.

 

8. You shall submit one original and one copy of technical proposal and one original and one copy of the financial proposal.  Each proposal shall be in a separate envelope indicating original or copy, as appropriate.  All technical proposals shall be placed in an envelope clearly marked “Technical Proposal,” and the financial proposals in one marked “Financial Proposal.”  These two envelopes, in turn, shall be sealed in an outer envelope bearing the address and information of the applicants in case they are received late and have to be returned.
