i. Module writing

The content development process was structured in three phases as follows: Phase I had 29 modules of Mathematics, Sciences and ICT Basic Skills; Phase II had 25 modules of Mathematics and Sciences; and Phase III had 19 modules of professional courses in education. This process was implemented between 2006 and 2008 and it resulted in the development of 73 modules.

All modules were developed and peer-reviewed by African Subject Matter Experts (SMEs) from the participating institutions. They were supervised by consultants in ICT Integration in Education who were competitively selected and recruited African and beyond.

Each phase started with a content development workshop where the SMEs were trained in the skills of identifying and presenting eLearning content (subject matter, learning activities, assessment and references) in accordance with an adopted template. For each workshop, a Gender Specialist trained the SMEs in developing gender-responsive material. All the draft modules underwent peer review before finalization. The Materials Development Coordinator put up a team for editing and incorporating graphic designs.

All content strictly adhered to copyright regulations and were developed as Open Educational Resources with the authors signing the Creative Commons Agreement to this effect. 

ii. Peer review

Each module underwent peer review and all the peer reviewers were experts from the PIs. No expert reviewed a module authored by a colleague from the same PI except for modules in French where experts were recruited from the only 2 PIs, i.e. UCAD and Antananarivo.

iii. Module translation

All the 73 modules will be available for use in English, French and Portuguese, hence the need for translation. It is only translation into Portuguese that is still ongoing.


iv. Utilization of modules

AVU selected the MOODLE Platform through which the modules will be accessed. Uploading of modules is an ongoing process and will remain so until all translation has been completed. Each PI has been provided with the electronic access to this platform.
