Policy and Curriculum Conceptualization

This was necessary in order to develop policies and guidelines for program implementation and to harmonise the various curricula. Two workshops (Anglophone/Francophone) were held and they brought together curriculum experts from the participating institutions, policy makers from Ministries of Education in the participating countries, representatives of Teachers’ Unions in these countries as well as other renowned scholars. The outcome was the development of a guiding policy and a common curriculum framework.

The summary:
The AVU Teacher Education Policy and Curriculum Conceptualization workshops were held separately in Nairobi, Kenya from 23rd to 27th May 2005 (Anglophone group) and in Antananarivo, Madagascar, 7th to 9th November 2005 (Francophone group). The workshops drew participants from the participating institutions and resource persons from AVU collaborating organizations. The objectives of the workshops were to:

  • Review the prevailing practice, challenges and future possibilities for Teacher Education at institutional and global levels.
  • Enhance awareness of the AVU Teacher Education Program among participants (rationale, objectives, expected outcomes, proposed implementation process/plan, PI roles/responsibilities and benefits).
  • Identify, discuss and formulate solutions to issues relating to: curriculum design (including program components), development and implementation; roles and responsibilities; policy (including accreditation and award), and capacity enhancement.
  • Agree on a collaboration framework for the development and implementation of the program.
  • Establish an agreed action plan.

The outcomes of the workshop were as follows:
  • An agreed curriculum design, development and delivery framework for the teacher education program
  • An agreed collaboration framework for the development and implementation of the teacher education program.
  • An agreed action plan (at Consortium and Country level) for curriculum design and development, courseware development and course delivery.
  • The establishment of a Teacher Education Curriculum Coordination Committee.
Nearly 100 participants attended the two workshops.
