The African Virtual University has received financing from the African Development Bank toward the cost of the Multinational-African Virtual University Support Project-Phase II, and intends to apply part of the agreed amount for this grant to payments under the contract for consulting services for development of (1) Open Educational Resources and (2) Community of Practices and Monitoring and Evaluation Portal.

 LOT 1. Development of Open Educational Resources Portal

The services included under this project are provision of Open Educational Resources Portal to host more than 300 modules in English, French and Portuguese. The modules will be released under the Creative Commons license in order to make the material freely available online. The Portal will also host more than 100 videos and other downloadable materials. Institutions and individuals can access these materials, use, modify and post them back to the portal.

LOT 2. Development of Community of Practices and Monitoring and Evaluation Portal

The main purpose of the AVU M&E portal will be to support AVU improve its organizational capabilities through responsive and efficient monitoring evaluation and information management for the organization and projects including the multinational project. It will also respond to the need for improved planning, implementation and management of AVU projects through providing the right information to support evidence-based decision-making. The Communities of practice provide a new model for connecting people in the spirit of learning, knowledge sharing, and collaboration.

The African Virtual University now invites eligible consulting firms to indicate their interest in providing these services. Interested consulting firms must provide information indicating that they are qualified to perform the services (brochures), demonstrate similar assignments, at least five years’ experience, availability of appropriate skills among staff, etc. Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” September 2008 revised July 2012 which is available on the Bank’s website at http://www.afdb.org.
